At present if your running your SQL on premise a typical SQL Server and a user has a request then you must decide what and how provision for that request. So, you will need to understand that might consist of a combination of possibilities.

Do you require a SQL Server database or SQL Server instance.

Is this to run in a dedicated or shared VM environment.

Is High Availability required or not.

Furthermore, does this request require its own Resource Group or could it happily live on an existing resource group shared with other databases as a Micro Database.
